I think she will spend time to promote her new English album in the US first before releasing new one in Japan.  That's why it's postponed .
Hikaru Utada will release her first English album in the US this year as well, so Seiko wants to concentrate on her 3rd English album.
Let's buy it! and request to VH1, radio station etc.
