I am not sure when she has a time to promote her album in the U.S.

Her concert will start in June; therefore, she'll start to reharse soon.
She finishes her tour in early August.  Isn't it a little late
to promote her album which is released in June?  She should be promoting
it early June in the U.S.
Unless Seiko already recorded, it is impossible to release
Japanese album by October as she has a tour till early August.

Besides, there was no official information from Sony nor
Green Park Music that she'd release album on June 19th 
in Japan, though you were able to find this info. in some 
online music stores.  Therfore, from Seiko's side, this
is not a delay.  This might be as planed (who knows...)

I am not sure if Seiko really cares about Hikaru
Utada's U.S. release.  Utada will release her U.S. album
next year anyway.

Let's hope that Seiko and her staff know what they are doing.
