This is just my guess but the reason why Seiko has not sung
 "Kaze Tachinu" for a long may be that She hates Eichi Ohtaki
 who wrote the song.  She actually said on the TV program "Fan"
 that she hated recording sessions with him because he was 
so demanding.

And I believe she has not sung other Ohtaki songs so much either.
